For example here is where Massachusetts stands:

Mass.	Massachusetts imposes a maximum $100 fine for possession of <1 oz.	Patients require a state registration card and a doctor's recommendation stating that cannabis assists them in the treatment of a "debilitating medical condition."	House Bill 1632 would legalize and regulate adult use of marijuana. The measure has been referred to committee but has yet to be scheduled for a hearing.
